Her presidency has been marked by a strong commitment to improving Tanzania's investment climate, enhancing prosperity, and reducing bureaucratic obstacles, all while promoting stability and peace.

President Samia's leadership has brought tangible progress across various sectors, propelling Tanzania forward on the global stage. Her strategic reforms have energized the business environment, attracting increased foreign investments and driving economic growth. By extending compulsory education and enhancing access to higher education, she has laid a foundation for a more educated and skilled workforce. Additionally, her administration's focus on healthcare, infrastructure, and sustainable development has uplifted communities and positioned Tanzania as a model of progress in Africa.

2. Forging Unity, Driving Progress.

President Samia Suluhu Hassan's leadership style has been widely praised for its inclusivity, pragmatism, and focus on national unity. She has been lauded for her efforts to promote dialogue and reconciliation among different political factions in Tanzania, which has helped to create a more stable and cohesive political environment. President Samia's administration has also prioritized environmental conservation and sustainable development. This commitment was prominently featured during her attendance at the 2023 United Nations Climate Change Conference, also known as COP28, where she urged global leaders to implement unfulfilled promises, including realizing adequate financing for climate restoration. She emphasized the pressing need for action as global temperatures increase due to delayed actions and unfulfilled promises in the Paris Agreement, which aims to limit global carbon emissions to below 1.5 degrees Celsius. President Samia called for an urgent commitment to cooling down the alarming earth warming caused by a lack of execution of agreed interventions. Her stance on environmental issues demonstrates a forward-thinking approach that considers the long-term well-being of Tanzania and its people.

3. President Samia's Accomplishments.

President Samia Suluhu Hassan's visionary leadership is deeply rooted in the core principles of good governance, the rule of law, democracy, Tanzanian values, and resilience. Throughout her three years in office, she has demonstrated a remarkable commitment to these principles, as seen in her dedication to reconciliation, reform, and national development (rebuilding). Despite inheriting complex challenges, she swiftly initiated positive changes that promoted an environment of unity, growth, and progress. 

The restoration of civic, press freedom, political freedoms, lifting of bans on political rallies, and engagement with opposition leaders has created an atmosphere of inclusivity and open dialogue. President Samia's emphasis on education, shown by ending the ban on pregnant schoolgirls, indicates her dedication to empowering the younger generation. Furthermore, her efforts to reform the Political Parties Act reflect her strong commitment to equality and inclusiveness, positioning Tanzania on a path of advancement under her astute leadership.

3.1. Empowering Education.

President Samia Suluhu Hassan's tenure has ushered in a remarkable transformation in Tanzania's education sector, significantly enhancing access and support. Noteworthy among her achievements is the extension of the free education policy to cover Forms 5 and 6, with allocations for 90,825 Form Five and 56,880 Form Six students in the 2022/2023 budget year. This expansion, complemented by a substantial increase in the budget for higher education student loans, which rose from TZS 464 billion to TZS 570 billion in the 2021/2022 fiscal year, TZS 656 billion in the 2022/2023 fiscal year, and further to TZS 731 billion in the 2023/2024.

Moreover, under her leadership, 220,278 students received loans for higher education, and 1,122 students excelled in Advanced Level Science streams, benefiting from the Samia Scholarship Funding Program in 2022, which had a budget of TZS 6.7 billion for the 2023/2024 academic year. This initiative has not only opened doors for deserving students but also highlighted the administration's focus on nurturing talent in critical fields.

President Samia's administration also made significant strides in developing educational infrastructure, with the construction of 2,254 new secondary schools, the establishment of 302 new primary schools, and the creation of 4,043 classrooms. Additionally, 20,901 toilet facilities were built, and 253 new teacher houses were constructed, accommodating 424 staff. Notably, the construction of the new modern Model Secondary School in Iyumbu, Dodoma, costing 17.1 billion Tanzanian Shillings and enrolling 1,000 students, stands as a reflection to the commitment to providing quality learning environments.

Furthermore, the extension of compulsory schooling from seven to ten years ensures that all children, irrespective of their backgrounds, have access to high-quality education. President Samia's administration also approved an increase in the daily allowance from TZS 8,500 to TZS 10,000 for higher learning institutions students in the 2022/2023 budget year, demonstrating a commitment to improving the welfare of students.

In addition, the administration's commitment to education access and quality in Tanzania is further shown by the initiation of the Higher Education for Economic Transformation project. This project, funded by the World Bank with a substantial budget of TZS 1.095 trillion, is a crucial step towards enhancing the learning environment and aligning priority degree programs with the labour market. Over the course of five years, this initiative aims to strengthen the higher education system's management, ensuring it meets the evolving needs of the workforce.

3.2. Agricultural Transformation.

President Samia Suluhu Hassan's administration has orchestrated a remarkable transformation in Tanzania's agriculture sector, marked by substantial budget increases for irrigation and agricultural development. The allocation soared from TZS 294 billion in 2020/2021 to TZS 954 billion in 2022/23, and further to TZS 970 billion in 2023/24. These investments have yielded impressive results, including a 15.9% increase in the production of quality seeds, rising from 50,747 tonnes in 2021/2022 to 58,807 tonnes in 2022/2023.

Moreover, the production of major cash crops surged from 898,967 tonnes in 2021 to 1.29 million tonnes in 2023, while food crop production increased from 18.6 million tonnes in 2021 to 20.4 million tonnes in 2023. These figures indicate the tangible impact of President Samia's agricultural policies.

Strategic initiatives, such as the Central Bank's TZS 1 trillion allocation for agriculture financing, have contributed to a robust 57.7% credit growth in 2022. This growth lays a solid foundation for sustainable economic development and food security. Notably, agricultural exports increased from $2.12 billion in 2020/21 to $2.33 billion in 2022/23, highlighting the sector's crucial role in Tanzania's economic growth.

The success story extends to Building a Better Tomorrow (BBT), which has empowered 686 youth from Dodoma, Mbeya, Njombe, Kigoma, and Kagera with over 200,000 acres for agriculture. This initiative has not only provided opportunities for the youth but also contributed significantly to the sector's expansion and modernization, ensuring a prosperous future for Tanzania's agriculture.

3.3. Tanzania's Tourism Sector.

President Samia Suluhu Hassan's adept leadership has revitalized Tanzania's tourism sector, propelling it toward recovery and robust growth. Through strategic measures, such as the Tanzania Royal Tour documentary and the promotion of domestic tourism, the sector experienced a surge in travel revenues, nearly doubling from $1,310.3 million in 2021 to $2,560.7 million in 2022. The sector's impressive performance is further reflected in the 64% increase in foreign tourists, reaching 1,175,697 between January and October 2022, compared to the same period in 2021. 

This growth trend continued as the number of arrivals rose to 1.8 million in 2023, contributing to tourism sector revenues surpassing $3 billion for the first time, rising from $715 million in 2020 to $3.36 billion in 2023. President Samia's initiatives highlight her commitment to diversifying Tanzania's tourist attractions, fostering local tourism, and implementing strategies such as the Meeting Incentives Conference and Exhibition (MICE) to ensure sustainable growth and position Tanzania as a prominent global tourism destination.

3.4. Enhancing Health Sector.

President Samia Suluhu Hassan's administration has made significant strides in advancing healthcare, with a primary focus on enhancing the health sector. This commitment is clear in the strategic allocation of funds, including a substantial budget of TZS 6.3 billion for the procurement of medical equipment to establish Neonatal Intensive Care Units (NICUs) nationwide. By ensuring that even primary healthcare facilities are equipped to handle premature newborns, this investment aims to enhance healthcare access and quality, especially considering that most expectant mothers give birth at dispensaries and health centers.

In addition to these efforts, the administration has achieved remarkable success in various other areas of the health sector. For instance, 1,190 patients underwent closed-heart surgery, 345 patients underwent open-heart surgery, 229 patients underwent spinal surgery, and 108 patients underwent brain surgery. Furthermore, 45 patients received specialized weight loss treatment by being fitted with an intragastric balloon. Additionally, 2,548 patients from outside the country came to Tanzania for treatment, reflecting the country's growing reputation for medical expertise and facilities.

A total of TZS 9 billion has also been allocated to educate 601 specialist doctors and experts funded through the Samia Health Super-Specialization Programme, representing a significant increase in applicants compared to the previous year. Furthermore, the administration has successfully reduced maternal mortality, with the number of maternal deaths per 100,000 live births decreasing from 556 deaths in 2016 to 104 deaths for the fiscal year 2023/2024.

Moreover, there have been significant improvements in healthcare facilities, infrastructure development, procuring and distributing ambulances, more hospital beds, better access to medicines, strengthened maternal, newborn, and child health services. Overall health or medical service standards increased, and the administration is focused on implementing the new universal health insurance law, further enhancing healthcare accessibility and quality for all Tanzanians.

3.5. Fueling Prosperity.

President Samia Suluhu Hassan's leadership has ushered in a new era of economic prosperity by enhancing Tanzania's investment climate. Strategic reforms, such as the implementation of the new Tanzania Investment Act, have significantly streamlined business operations, cutting the time required to obtain an investment license from 14 to 7 working days. These reforms have not only attracted increased local investment but have also bolstered foreign investor confidence. The Tanzania Investment Centre (TIC) reported a total of 1,188 projects registered, with a total value of TZS 38.3 trillion, from March 2021 to March 10, 2024, representing a 63.19 percent increase compared to the 728 projects registered during the same period from March 2018 to March 10, 2021, indicating the tangible impact of her policies.

Furthermore, by reducing the capital investment threshold for local investors from USD 100,000 to USD 50,000 as per the new Tanzania Investment Act No. 10 of 2022, and granting access to international arbitration, President Samia has created an environment conducive to both local entrepreneurship and foreign investment. These strategic measures have not only widened the tax base, with average monthly tax collection increasing from TZS 1.4 trillion at the start of her term to TZS 2 trillion currently, but also facilitated the transfer of technology and skills, positioning Tanzania as an ideal destination for strategic investments that contribute to sustainable economic growth and development. 

Tanzania's economy continues to show resilience under President Samia's administration. The Bank of Tanzania (BoT) projects Mainland Tanzania's growth to reach approximately 5.2 percent in the second half of 2023/24 and 5.5 percent in 2024. This growth is being driven by improvements in business conditions, increased public investment, a resurgence in tourism, and ongoing policy reforms. Inflation is expected to remain low, supported by effective monetary policy, ample food supply, and stable exchange rates. Tanzania's foreign exchange reserves are anticipated to remain at satisfactory levels. The country has effectively managed the impact of the dollar crisis by ramping up production of import substitutes and export goods, as well as by revitalizing tourism activities and boosting exports of both traditional and non-traditional goods.

3.6 Multilateral Engagement.

President Samia Suluhu Hassan's effective diplomacy and strategic multilateral engagement have elevated Tanzania's global standing and economic prospects within her three years in office. Her extensive foreign visits, spanning Africa, Europe, Asia, and America, have yielded concrete investment gains. Notably, her efforts led to a $567.25 million interest-free loan from the IMF in September 2021, followed by a $1.04 billion loan under the Extended Credit Facility (ECF) in July 2022 for post-COVID economic recovery and structural reforms. 

During her state visit to India in October 2023, India committed to purchasing 200,000 tons of green peas annually from Tanzania and providing a USD 600 million concessional loan for water projects in 28 towns, including a critical project from Lake Victoria to Dodoma. This partnership is in line with Tanzania's Vision 2025, which aims to ensure access to safe water for 90% of the rural population and 100% of the urban population by 2025. The collaboration between India and Tanzania also extends to trade, investment, defense, security, and healthcare.

The World Bank also extended a $550 million loan for road and airport infrastructure, and in January 2023, President Samia attended the World Economic Forum (WEF) in Davos, Switzerland, where Tanzania secured $550 million for food security projects. President Samia's commitment to multilateralism is apparent in Tanzania's ratification of the African Continental Free Trade Area (AfCFTA), which positions the country to access a market of over 1.3 billion people and stimulates intra-African trade. Her forward-thinking approach was manifested through hosting the Africa's Food Systems Forum (AGRF) in September 2023, displaying Tanzania's commitment to food security and improved livelihoods.

Moreover, President Samia's administration has prioritized strategic projects, including the near completion of the Julius Nyerere Hydropower Project, progress in constructing the Standard Gauge Railway (SGR), and agreements with the Emirate of Dubai to modernize Tanzania's sea and lake ports signal the government's commitment to improving the country's infrastructure, promoting regional and global connectivity, and linking Tanzania with neighboring countries.
 
These projects not only stimulate economic growth but also enhance Tanzania's competitiveness regionally and globally. The implementation of these projects, along with private sector initiatives, has led to the creation of 2,489,136 new jobs over a period of 3 years, further contributing to the nation's development and prosperity.

3.7. Pioneering Energy Diversification and Sustainability.

Under President Samia Suluhu Hassan's visionary leadership, Tanzania has initiated a transformative journey towards energy diversification and sustainability, harnessing its abundant natural resources to bolster economic growth and self-sufficiency within her three years in office. Key initiatives include the East African Crude Oil Pipeline, the Nyerere hydroelectric project, and plans to boost natural gas production and build pipelines for export, all of which signify a commitment to energy autonomy. 

The resumption of LNG negotiations is set to attract over $30 billion in investment, further solidifying Tanzania's energy position. Additionally, President Samia's focus on establishing Tanzanian ports as energy export hubs ensures the country's growing significance in the global energy landscape. 
 
This strategic approach not only mitigates reliance on external sources but also invites multinational companies to invest in the country, catalyzing technological advancement, job creation, and securing Tanzania's energy future while positioning the country as a regional energy powerhouse.

3.8. Sports Revolution.

President Samia Suluhu Hassan's tenure has witnessed a remarkable transformation in Tanzania's sports sector within just three years. Her administration's consistent support for youth, sports, artists, traditions, and cultural activities has played an instrumental role in uplifting the sector's status quo. This support aligns with President Samia's vision to utilize these avenues as tools for promoting national unity and identity, recognizing the profound impact sports can have on enhancing a sense of pride and belonging among Tanzanians. 

Under President Samia's leadership, Tanzania has actively participated in prestigious continental competitions such as the Africa Cup of Nations, CAF Confederation Cup, CAF Champions League, and the African Football League. To encourage and motivate Tanzania's football teams, as well as the national football team (Taifa Stars), President Samia has introduced a unique monetary package for each goal scored in these international competitions.
 
This innovative approach not only boosts the morale of our athletes but also highlights the government's recognition of their hard work and dedication. Such initiatives are instrumental in elevating Tanzania's stature in the global sports arena, inspiring a new generation of athletes to aim for excellence and represent our nation with pride.

4. Future Outlook.

Looking ahead, the future under President Samia Suluhu Hassan's leadership holds great promise for Tanzania.  Her presidency, marked by inclusivity and a commitment to dialogue, has brought unity and stability to the nation. As the first female president, her leadership has been lauded both at home and abroad. 
 
Moving forward, President Samia aims to drive economic growth through strategic partnerships and policies that prioritize Tanzanians' well-being, setting the stage for significant advancements and enhanced economic activities across the country. Her economic vision includes robust reforms aimed at attracting investments, promoting trade, creating jobs, and ensuring sustainable growth.

Her diplomatic efforts have helped to strengthen Tanzania’s position on the international stage and pave the way for increased collaboration in areas such as trade, security, environmental conservation, and other areas of mutual interest.
